   An act relating to veterans, making an appropriation therefor, and
declaring the urgency thereof, to take effect immediately.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 703, Poochigian.  Veterans:  World War II Memorial.
   (1) Previous state law authorized the construction of a memorial
to all California veterans on the grounds of the State Capitol.
Provisions of federal law authorize the construction of a World War
II Memorial in Washington, D.C.
   This bill would appropriate $1,032,000 from the General Fund to
the Department of Veterans Affairs for allocation, as specified, for
the construction of the World War II Memorial in Washington, D.C. in
honor of Californians who served their country in that war.
   (2) The bill would declare that it is to take effect immediately
as an urgency statute.
   Appropriation:  yes.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  The Legislature hereby finds and declares the
following:
   (a) During World War II, 16,000,000 Americans served in the armed
services of the United States and 406,000 paid the ultimate price by
giving their lives in the defense of freedom.
   (b) To honor these brave Americans and the millions who supported
their efforts at home, by Public Law 103-32, Congress authorized the
American Battle Monuments Commission to establish a World War II
Memorial in Washington, D.C.
   (c) Congress approved the design and plans for the memorial in May
1999, and set a construction start date of Veterans Day, 2000.
   (d) The estimated cost of the monument is one hundred million
dollars ($100,000,000).
   (e) One million thirty-two thousand Californians served in World
War II, and 17,048 died in battle defending their country.
  SEC. 2.  (a) The sum of one million thirty-two thousand dollars
($1,032,000) is hereby appropriated from the General Fund to the
Department of Veterans Affairs for allocation to the American Battle
Monuments Commission, specified in Section 1 of this act, for the
construction of the World War II Memorial described in that Section
1.
   (b) The funds are provided in honor of the Californians who
unselfishly served their country during this worldwide war.
  SEC. 3.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order to provide funds for the World War II Memorial within the
timeframe to meet the scheduled construction date, it is necessary
for this act to take effect immediately.
